The only verdict is vengeance; a vendetta held as a votive, not in vain, for the value and veracity of such shall one day vindicate the vigilant and the virtuous. Verily, this vichyssoise of verbiage veers most verbose.

this has happened a few times for me when I was running wow in windowed mode and watching a movie on top of the client. Also not recommended to have wow running and playing another game at the same time. Stuff like that can create interesting side-effects in wow.
Just restarting my client solved it.
Yes this is a very old screenshot..

-Does your fps drop in correlation with this problem?
Relevance: System(memory, cpu, gpu) instabillity. Can be caused by stock fans malfunctiouning.
-Does it occur after a while or feels permanent?
Relevance: Most graphic bugs are not permanent, they occur after a while. If you do have a permanent bug then one of the problems might be the connection of the card. Take it out and put it in a couple of times.
-Do you have similar effects in other games?
Relevance: World of Warcraft in particular has been proven to be a troubled child, it has a tendancy to pick up issues where other games dont. If you do have similar issues then you will most likely have a fan/heat problem
-Have you recently changed any hardware and/or any cooling devices?
Relevance: This is consistant with question nr.1. some new devices can cause instabillity and can easily be fixed. Make sure all fans are working etc.
-Does the error marginally grow to a point where the game is unbearable to play?
Relevance: Overheating most likely.
Based on my experiance not any expertise in the area.
